I believe you should have been able to get the tablet off of Ryker. If you didn't, then the game must have bugged. The tablet is part of the recipe it lists, so it is necessary. Ryker always drops it when I give it to him and kill him. The author of this thread has indicated that this post answers the original topic.

If you used a swornbreaker, it breaks, but the broken swornbreaker is still enough to free any NPC that requires a swornbreaker.
